The Property Record: The Campus Location

  • As discussed in the ICAMP Portfolio hierarchy section, the UC Portfolio is subcategorized into each of the campus locations.  In Tririga, the campus location is created as a property record, which contains the campus’ buildings and structures
  • In the above illustration, the University of California is at the top of the location hierarchy (green).  Each campus location has a corresponding property record (yellow), under which its buildings and structures are inventoried (blue)

The Property Record

  • On the General tab of the property record, the key fields are:
    • ID:
      • Each UC campus has been assigned a UC Location Code in the Facility Inventory Guide Spec
        • The ID field in Tririga corresponds to each of the campus’s location codes
  • Name:
    • The name field reflects the campuses names
  • Status:
    • Each property record has a status field which indicates if the record is in a Draft, Active, Revision in Progress or Retired status
      • All Properties should be in Active status unless a modification to the record is being made temporarily
  • Total In-House Project Index
    • Indicates the percentage the campus has elected to apply to all base ICAMP Opportunity Costs to reflect the additional costs of performing the work associated with the opportunity in-house
  • Total Contractor Project Index
    • Indicates the percentage the campus has elected to apply to all base ICAMP Opportunity Costs to reflect the additional costs of performing the work associated with the opportunity by an outside contractor

The Building Record:  The Campus Buildings

  • In Tririga, buildings are inventoried under the campus property location, and contain general information about the facility, its square footage, assets that have been inventoried and associated DM opportunities.
  • The Building record detail
  • On the General tab of the building record, the key fields are:
    • ID:
      • If the facility has a capital asset account number (CAAN), it will be used as the record ID
    • Name:
      • Displays the name of the building.  Where the campus provided a building long name, it was used
    • Status:
      • Each building record has a status field which indicates if the record is in a Draft, Active, Revision in Progress or Retired status
        • All Buildings should be in Active status unless a modification to the record is being made temporarily
    • Image:
      • In most cases where a building has been assessed as part of the FCA Program, there will be an image or picture of the building taken by the Architectural assessor.
  • Site Description:
    • During the Facilities Condition Assessment (FCA), some campuses differentiated between facilities that were on campus and those that were off campus at particular sites. The site description identifies these off-campus sites to help group and bring them into focus. Sites include:
      • The ANR research center sites across California.
      • The Mount Hamilton Observatory that is associated with the Santa Cruz campus.
      • When Site Description is blank it indicates there are no sub-sites, and the facilities are part of the main campus.
    • The list of site descriptions can be enhanced by reaching out to the ICAMP team to provide a site to add to the list
    • As of 2/1/22 here are the sites available
  • In Service (Date):
    • The month and year the building was first occupied by the University, whether by construction, purchase, gift, lease, or shared agreement and starting at that time when the University beneficially occupies the space.
    • Corresponds to the Date of Occupancy from the Equipment and Facilities Assets (EFA) 71 Building File
  • Capital Asset Account Number (CAAN):
    • A unique number assigned to a building or structure at the time a capital project or construction contract begins to incur expenses under account group code 10202--Buildings and Structures.
    • EFA related field
  • Functional Affiliation Code and Name:
    • Code indicating the administrative unit with which a building is affiliated in facilities inventory reports, values include:
      • 'C' - Campus
      • 'S' - Systemwide
      • 'A' - Agricultural Field Station
    • EFA related field
  • Model Building Type:
    • During the FCA, the Architectural assessor was asked to assign a model building type per the FEMA Earthquake Model, Hazus  MH 2.1 spec
    • See the Appendix, FEMA Model Building Types for a full list of available codes and descriptions
  • Ownership Code and Name:
    • Code indicating the basis upon which a building is available for use by the University, values include:
      • ''UC' - UC owned, UC constructed
      • 'UP' - UC owned, UC purchased
      • 'UF' - UC owned, no cost to UC
      • 'NF' - Not owned, no cost to UC
      • 'NL' - UC lease on rental
      • 'NX' - Not owned, charge other than lease or rental
      • 'EX' - Third party built or leased, eventual UC ownership
      • 'ET' - UC owned or built, eventual third-party ownership
    • EFA related field
  • Number of Levels:
    • The number of floors or stories within a building, including basement, mezzanine, and attic, and any other useable area the height of which is at least 6'6" above the flooring, regardless of whether the building or structure is owned or leased by the University.
    • Equals the sum of the levels above and below ground
    • EFA related field

  • Number of Levels Above Ground:
    • Total number of levels above ground; include partial basements that have daylight on one or more sides (considered above grade).  Do not include roof level

  • Number of Levels Below Ground:
    • Total number of levels fully below lowest exterior grade.  If none, enter 0

  • Building Height (feet):
    • Measure in feet, from the lowest level grade.  Do not include small penthouses, equipment, elevator overruns, antennas, etc...

  • Fire Sprinklers:  
    • Indicates whether the building has fire sprinklers, Yes or No, if only a Partial system has been installed

  • Building Age:  
    • Displays the current age (in years) of the facility based on current year less the construction year

 

NOTE:  As of 11/30/21  Tririga is not currently showing the correct age.  Need to create an annual update job to recalculate age. This change is coming soon.

  • Building Key:  
    • A unique building identification "key" that is derived by concatenating the Property ID, Functional Affiliation Code and CAAN.
      • The building key was created to keep all facility ids unique across the UC system, since not all CAANs are unique across campuses
    • EFA related field
  • Country, State, County, City, Address and Zip:
    • The facility address information
  • GIS Latitude and Longitude:
    • The geo coordinates of the facility
  • On the Area Measurements tab of the building record, the key fields, include floor information and EFA-related area measurement information:
  • Floors:
    • Based on data sourced from local campus systems, floors are inventoried within Tririga, and each floor is displayed as a record with assignable and non-assignable square footage
      • Click on a floor record to drill-down into the floor information and also see associated spaces
    • Note:  ICAMP adds a Roof floor to each facility to support the inventorying of assets where needed
  • EFA Basic Gross Area:
    • The sum of all area, finished and unfinished, on all floors of an enclosed structure, i.e., within the environmentally controlled envelope, for all stories or areas which have floor surfaces
  • EFA Assignable Area:
    • Sum of all Assignable Area space square feet at the building
    • Where spaces are assigned to or available for assignment, including every type of space functionally usable by an occupant or user, including for example classrooms, labs, and offices
  • EFA Non-Assignable Area:
    • Sum of all Non-Assignable Area space square feet at the building
    • Where non-assignable space types include for example public circulation, restrooms, mechanical areas
  • On the Assessment tab of the building record, the key fields and sections are Geography Index, FCA Program and Building System Items and Opportunities sub-tabs
  • Geography Index
    • Each building is assigned a Geography Cost Index based on its zip code/location. The index is applied to all opportunity costs as they are being developed which allows the base cost in the catalog to be adjusted for the building’s location
  • FCA Program
    • TheICAMP FCA Programwas primarily centered around assessing facilities with state-eligible space or infrastructure systems that supported state-eligible space.
    • However, the ICAMP Platformwas designed to support any facility type, regardless of the stakeholder organization responsible for overseeing the assets.
    • SincePhase 1of the ICAMP FCA program completed, UC Davis has also begun to assess UC Housing and Medical Center Facilities
    • A user can distinguish between these programs by using the FCA Program Filter
    • State: Identifies theICAMP FCA Phase 1 State-Eligibleprogram facilities
    • Housing: Indicates housing program facilities
      • As of July 2021, these facilities are all associated with UC Davis Housing, but this can reflect any campus as they start to implement similar FCA initiatives
    • Medical: Indicates medical center program facilities
      • As of July 2021, these facilities are all associated with UC Davis Medical, but this can reflect any campus as they start to implement similar FCA initiatives
    • Overtime, we can add more program types to the list and apply then as necessary.  For example, Student Health, Athletics, Parking and Transportation....
    • If you have a new request, please reach out to the ICAMP team to submit for review and inclusion
  • Building System Items (BSI) sub-tab  ASSET INVENTORY
    • This is the area of the building record that stores all of the assets that have been inventoried and added to the building
    • In most cases, this is where users should go to determine which assets have been inventoried for a building
    • Many of the fields that make up the BSI record are available to perform searches at the filters to find specific asset records

Note:

  • See the section on BSIs for a more detailed overview of the BSI record and its fields
  • During the FCA Process, assessors create and update BSIIs, or Building System Inventory Items...these are different than the BSI records shown above.
  • BSIIs are managed during the FCA process, and when the assessor has reviewed and QA’d the BSII and moves it to completed, then all of the information at the BSII is transferred to the BSI at the building.  Making the BSI the primary asset record (not the BSII).  This Tririga convention might take some time to get used to, but with enough use, it will become clear how the records are different and how the BSI at the building becomes the primary asset inventory record
  • Opportunities sub-tab  
    • This is the area of the building record that stores all of the Opportunities that have been identified.
    • In most cases, this is where users should go to determine which Opportunities have been captured for a building
    • Many of the fields that make up the Opportunity record are available to perform searches at the filters to find specific asset records

The Structure Record:  The Campus Primary Infrastructure Systems

  • In Tririga, structures, which represent the campus infrastructure systems, are inventoried under the campus property location, and contain the assets that have been inventoried and any associated DM opportunities that have been identified.
  • The Structure record detail is fairly basic and does not contain a lot of details at this time, but maybe expanded as the program evolves.  For now, its main purpose is to serve as container to identify primary campus infrastructure systems and to hold their corresponding assets
  • The Structure Record
  • On the General tab of the structure record, the key fields are:
    • ID:
      • To date, Infrastructure systems have not been inventoried using the EFA process like the buildings have and as such, CAANs are not in place for major infrastructure systems.  So unlike buildings where the ID is the CAAN, Tririga assigns a unique record number
      • NOTE:  If an infrastructure system/component has a CAAN  then it is inventoried as building, since it will be reported via the EFA process.  Most infrastructure components that have a CAAN are typically pump houses
    • Name:
      • Displays the name of the structure, and typically reflects one of the standard infrastructure primary system names created by the ICAMP program and UC Davis.  This helps to drive standardization in naming
  • Campuses can elect to create more detailed structure names to reflect additional granularity about a system, e.g., Domestic Water could be broken down and named by campus area - North Campus Domestic Water or South Campus Domestic Water.In all cases, each Structure is assigned a building classification that genericizes the structure based on the standardized list of infrastructure system, which will allow for rollups at the campus and across the system.  Building Class is further described below

    • Each structure that is created needs to have a structure class assigned to it.  This is the ICAMP standardization class for infrastructure systems
    • Regardless of what a structure is named, which can vary, a standard structure class is assigned, and by doing so, all structures can be grouped by class and rolled up to the campus or UC level
  • In Service Date:
    • In most cases, since infrastructure systems are built over time, there is no singular “in-service” date that can be identified...and so ICAMP uses the in-service date to reflect when the structure record was created in Tririga.
    • For some structures, where there is a clearly identifiable in-service date, that date can be used
  • On the Assessment tab of the structure record, the key fields and sections are, Geography Index, FCA Program and Building System Items and Opportunities sub-tabs
